This diagram says it all. Dogs thermoregulate by panting. Brachycephalic breeds, i.e. Bulldogs, Pekingese, and Pugs, are at tremendous risk for heat stroke on even a warm day. 

Temp Regulation

Once they start panting, if they cannot cool down in a timely manner, they pant harder, they get hotter, and then they pant harder, and then they get hotter..... And then fluid fills their lungs and their brains herniate.
